If you're moving home or office in central Madrid, there's one thing you need to check before you book any removal company: whether their vans comply with the ZBE.
What Is Madrid's ZBE?
Madrid's Zona de Bajas Emisiones (ZBE, Low-Emission Zone) covers the 472 km² of the municipality of Madrid — essentially all 21 districts. It came into full force for commercial vehicles in January 2023.
The zone applies to all vehicles, including commercial vans and removal lorries. Vehicles must display a DGT environmental label to enter. Without it, fines of up to €500 per day apply.
Which Vans Are Allowed?
The DGT (Dirección General de Tráfico) classifies vehicles with coloured labels:
- Zero (blue): Electric and hydrogen vehicles — unrestricted access
- ECO (green/blue): Plug-in hybrid — unrestricted access
- C (green): Petrol vehicles Euro 4+ and diesel Euro 6 — permitted in ZBE
- B (yellow): Petrol Euro 3 and diesel Euro 5 — restricted
- No label: Pre-Euro 3 petrol and pre-Euro 4 diesel — banned from ZBE
For removal vans specifically: a diesel van must be Euro 6 (registered 2015 or later) to hold a C label and enter freely. Older diesel vans — common in cheaper removal companies — cannot operate legally in Madrid's ZBE.
What Does This Mean When You're Moving?
If you book a removal company operating older vans, you risk your move being halted, fined, or the driver refusing to enter certain streets. In the worst case, your belongings sit in a van while the driver waits outside the zone for you to figure out an alternative.

The Districts Most Affected
All central Madrid districts are within the ZBE. The most commonly affected areas for removals are:
- Salamanca — premium district, strict enforcement
- Chamberí — pre-war buildings, active ZBE cameras on main access roads
- Lavapiés and Malasaña — camera-monitored entry points on Embajadores and Fuencarral
- Retiro and Centro — tourist-area cameras are particularly active
- Moncloa-Argüelles — monitored on Calle Princesa and Isaac Peral
How to Check If a Removal Company Is ZBE Compliant
Ask the removal company directly: "What is the DGT environmental label classification of the van you'll use for my move?"
A compliant company will answer immediately with "C label" or "Zero label." If they hesitate or offer vague reassurances, request proof of the vehicle's registration and verify the label at the DGT online platform.
What About Outer Districts and Municipalities?
The ZBE boundary follows the Madrid municipal boundary. Areas like Pozuelo de Alarcón, Majadahonda, Alcorcón, Leganés, and Alcalá de Henares are separate municipalities and not subject to Madrid's ZBE. Moves entirely within these areas can use any compliant commercial vehicle.
However, if your move involves any collection or delivery inside central Madrid (even briefly), the ZBE rules apply for that portion of the journey.
