Thousands of British nationals move to Madrid every year — for work, lifestyle, retirement, or to be closer to family. Since Brexit in 2021, the logistics have added new layers: customs documentation, HMRC transfer of residence relief, and the practical challenge of getting your belongings from the UK to Spain without unnecessary duty payments or delays.
This guide covers everything you need to know.
Step 1: HMRC Transfer of Residence (ToR) Relief
This is the most important document for your move. ToR relief allows you to import your personal belongings duty-free and VAT-free when moving your primary residence from the UK to an EU country.
Who Qualifies?
- You must have been resident in the UK for at least 12 consecutive months before moving
- The goods must be for personal use (not for sale or business)
- The goods must have been in your possession for at least 6 months before the move
- You must move to Spain within 12 months of receiving ToR approval
How to Apply
Apply online via the HMRC ToR1 form at GOV.UK. The process takes 2–3 weeks. Apply at least 4 weeks before your move date. Do not assume it will be faster — delays are common and moving without the approval risks full VAT and duty charges on your belongings.
What the ToR Certificate Covers
Personal household effects including furniture, clothing, electronics, vehicles (separate process), and personal items. It does not cover new items bought specifically for the move, items for resale, or commercial goods.
Step 2: Spanish NIE Number
The Número de Identificación de Extranjero (NIE) is your Spanish tax identification number. You need this for almost everything in Spain: opening a bank account, signing a rental contract, registering at the town hall (empadronamiento), and receiving parcels from customs.
How to Get Your NIE
- Apply at the Spanish consulate in the UK before you move (recommended), or
- Apply at a Spanish police station (Comisaría) after arrival — book an appointment in advance via the Spanish government portal
- Processing time: 2–4 weeks
Apply for your NIE before you move. It makes everything smoother on arrival.
Step 3: Empadronamiento (Municipal Registration)
Within 3 months of arriving, you must register at your local Ayuntamiento (town hall) in Madrid. This is the padrón municipal — the Spanish municipal census register.
You need: passport or national ID, proof of your Madrid address (rental contract or property deed), and your NIE.
The empadronamiento certificate (volante de empadronamiento) is required for healthcare registration, children's school enrolment, and renewing residency documents.
Step 4: The Move Itself — UK to Madrid Route Options
Option A: The Bilbao–Portsmouth Ferry (Recommended)
Brittany Ferries runs a regular service between Portsmouth and Bilbao (typically every 3–4 days). Crossing time: approximately 24 hours. The van is secured on the vehicle deck. This route reduces road driving to a minimum: London to Portsmouth (2 hours), overnight crossing, Bilbao to Madrid (4 hours). Total: 2 days including the crossing.
Best for: Standard residential moves, families, anyone who doesn't want two full days of motorway driving. We include ferry booking in our UK-to-Madrid service.
Option B: Channel Tunnel + France
London to Folkestone (1.5 hours), Channel Tunnel (35 minutes), then across France via Paris and across the Pyrenees at Irún or Hendaye into Spain. Total road distance: approximately 1,500 km, 2 driving days minimum.
Best for: Urgent moves, lighter loads, or when ferry dates don't align.
Option C: Full Container Shipping
For very large household contents (5+ bedrooms), dedicated container shipping via a specialist company may be more cost-effective than a man-and-van van service. We can advise on this and refer to trusted partners if your volume exceeds what we carry.
Step 5: Customs Declaration at the Spanish Border
With your HMRC ToR certificate, you declare your goods at the first Spanish customs point (port of Bilbao or land border at Irún). You will need:
- HMRC ToR approval letter
- Detailed inventory of all items (in Spanish and English)
- Proof of previous UK residency (utility bills, council tax, etc.)
- NIE number
- Proof of new Spanish address

Step 6: Setting Up in Madrid
Short-Term Storage
If your Madrid flat isn't ready when your belongings arrive, we offer secure storage in central Madrid. Items are held in padded storage bays and redelivered when your property is confirmed.
Banking
Open a Spanish bank account as soon as possible after arrival. You need your NIE and padrón certificate. BBVA, Santander, and Sabadell are the largest options with good online banking.
Healthcare
Register with your local centro de salud (health centre) using your padrón and NIE. Spain has excellent public healthcare. British state pensioners and some workers may also be eligible via the S1 form.
